The U.S. Mission to Poland seeks fuel companies that will provide fuel for Government Official Vehicles (GOV) under a Blanket Purchase Agreement (BPA). This is a combined synopsis/solicitation for a commercial item, prepared in accordance with the format FAR 12.6. This announcement constitutes the only solicitation, offers are being requested and a written solicitation will not be issued. The solicitation number is 19PL9020Q0008 and is issued as a Request for Quotation. The solicitation/contract will include all applicable provisions and clauses in effect through FAC 2005-55.

Conditions of the Agreement:

-prospective vendor will issue approx 80 fuel purchase cards, divided into sub accounts. Fuel cards will identify the GOV tag (registration) number. The fuel card will allow to purchase fuel and/or car wash service, and/or pay for Viatoll charges.

-prospective vendor must possess a network of fuel stations in Poland covering main roads and biggest cities including Warsaw and Krakow

-a summary invoice shall be submitted monthly or upon expiration of the BPA, whichever occurs first, for all purchases made during the billing period with divisions into sub accounts.

-this agreement will be signed for a period through December 31st, 2020. The Embassy plans to sign agreements with multiply suppliers.

-prospective fuel supplier must poses the DUNS number and register in the SAM database.

Request for Quotation No. 19PL9020Q0006– Procurement of Mobile Telephone Services

The U.S. Embassy in Warsaw, Poland has a requirement for mobile telephone services to be provided to the U.S. Embassy, Warsaw and the U.S. Consulate General, Krakow for a period of three years.

Please note that this is a combined synopsis/solicitation for a commercial item, prepared in accordance with the format FAR 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.  The solicitation number is 19PL9020Q0006 and is issued as a Request for Quotation.  The solicitation/contract will include all applicable provisions and clauses in effect through FAC Number 2005-55.

The scope of the Government requirement for the mobile telephone services is enclosed under Section 1, Schedule (PDF)

FAR 52.212-1 Instructions to Offerors-Commercial Items, applies to this acquisition

The U.S. Government intends to award a contract to the responsible company submitting an acceptable quotation at the lowest price.  We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

This solicitation is subject to the U.S. Federal Acquisition Regulations.  The FAR clauses listed in the enclosed Section 2  (PDF) shall apply to this acquisition.

If your firm is interested in competing for this requirement, please provide your offer by (1) filling in Pricing Table (for three years) as provided under Section 1 and (2) providing information on company’s experience and qualifications.   The Government reserves the right to reject proposals that are unreasonably low or high in price.

Offers are due by COB December 6th, 2019. 

No quotations will be accepted after this time.

All firms that respond to the solicitation must be technically qualified and financially responsible to perform the work.  The awardee must be registered in the System for Award Management (SAM) prior to any subsequent purchase order award. The Embassy of the United States of America will hold a Public Auction on Saturday, October 19 at 10:00 a.m. Everyone 12 years of age and over is welcome! The location is 66A Bokserska Street, near the Galeria Mokotów Shopping Mall.  We will be selling used residential furniture, office equipment and other items. Items may be examined at the Bokserska warehouse on the morning of the sale from 8 to 10 a.m. Payments must be in cash, and in Polish zlotys only, with all payments made at the time of purchase.  All merchandise must be removed within one hour after the completion of the auction. All items sold “as-is” with no guarantees or returns. Persons under 12 years of age will not be admitted in the auction.
